The North Carolina Rate Bureau has the statutory
responsibility to administer the North Carolina Workers Compensation
Insurance Plan. Upon receipt of a properly completed
application and the appropriate deposit premium that have been submitted
on behalf of an employer “in good faith” entitled to obtain coverage
through the provisions of the Plan, North Carolina law authorizes the
Rate Bureau to designate an insurance company to issue a standard
Workers Compensation & Employers Liability Insurance policy to provide
coverage for the North Carolina operations of the applicant employer.
North Carolina law also authorizes the Rate Bureau to
”…maintain a compendium of employers refused voluntary coverage, which
shall be made available by the Bureau to all insurers, licensed agents,
and self-insureds' administrators doing business in this State. It shall
be stored and indexed to allow access to information by industry,
primary classifications of employees, geography, experience
modification, and in any other manner the Bureau determines is
commercially useful to facilitate voluntary coverage of listed
employers.”
This Depopulation Report search screen has been designed to
permit the creation of customized search criteria to return data that is
most useful to the user to ” facilitate” obtaining voluntary coverage
for the employers included in the database.
